|Open Tender for Government Contracts and Procurements|
Master Builders Association Malaysia (MBAM) welcomes the press statement by YAB Dato’ Seri Abdullah Ahmad Badawi, Prime Minister of Malaysia that Government contracts and procurements will be done through open tender.
MBAM believes that the principal objective of a contract system is to ensure delivery of the best value product for a customer within the shortest possible time, at the lowest possible price, and with the highest possible quality. Builders are especially encouraged with the strong desire of YAB Dato’ Seri to have greater transparency in Government dealings in tendering, award and payment for Government contracts, and prioritization of Government expenditure. This is consistent with our effort to seek continued improvement in corporate governance as a lack of transparency would create conditions for corruption and speculation.
MBAM urge relevant Government agency to immediately revert to the practices of open tender for its projects implementation to ensure that the most competent builders registered with the Construction Industry Development Board (CIDB) are selected in order to secure the best and most competitive prices for the Government. MBAM feels it is timely for the adoption of the CIDB Standard Form of Conditions of Contract which is viewed as a fair and equitable form of contracts for all players involved in the construction industry.
For the effective adoption of open tender, its implementation should be executed through competent agency with technical expertise such as the Public Works Department (JKR). MBAM further propose that the Government to establish a clear and definite procurement policy so that local builders will be able to structure themselves in line with the policy and work in tandem with the Government’s aspiration.
MBAM also urge the Government to apportion projects into smaller packages for even distribution to benefit as many as possible qualified builders registered with CIDB. MBAM believes that the proposal for transparency augurs well for the country and is good news for the vast majority of honest and hardworking builders. Further, this proposal will enhance our international standing particularly the international investment community. MBAM and its members will go all the way to support the noble endeavor to ensure that the strong desire for transparency will be achieved.
